Chidambaram advises CBI to stay away from policy making

Can a CBI, NSA, CIA interfere in a countries policy making ? , its happening around the world today why all the governments around the world using NSA for their benefit ?  
Finance Minister P Chidambaram on Tuesday echoed Prime Minister Manmohan Singh, advises the Central Bureau of Investigation (CBI) to stay away from policy making, saying the agengy must probe cases carefully. A day after the Prime Minister cautioned the CBI, Chidambaram criticised the CBI again.

He said the CBI must respect the line between policy making and policing. Advising the investigating agency to not presume or question policy and only confine itself to probe into violations in the law, he also stated that agencies like the CBI and CAG have overstepped their brief and come to a wrong conclusion.
